ARIZONA
AVENUE (FRYE ROAD TO CHANDLER BOULEVARD) CONSTRUCTION INFORMATION:
Provided below is tentative
information for the upcoming week for Arizona Avenue construction, Frye
Road to Chandler Boulevard (Posted July 18, 2010):

Work continues in
Arizona Avenue as part of the Arizona Avenue Improvements project.
The project is in the second phase of construction for work on the
pedestrian area and curb lanes (please see phasing information at right).

Traffic control
continues to be one lane in each direction, with traffic pushed to
the center of Arizona Avenue from Frye Road to Chandler Boulevard.
This traffic configuration is in place as part of Phase 2 for
removals and reconstruction of sidewalk, curb, street lighting, and
landscaping on the outside areas of Arizona Avenue. Once work
is complete on the outside areas, work will begin on the inside
(middle) lanes of Arizona Avenue in the project area.

As a coordinating project, work on the Bus
Rapid Transit (BRT) site is scheduled to begin in the next couple of
weeks, with work beginning on the west side of Arizona Avenue, just
south of Chandler Boulevard. As currently scheduled, this work
should be taking place within the existing traffic control.
Boston to Chandler
Boulevard:
-
Removals of curb, gutter, sidewalk, landscape and
fencing have taken place on Arizona Avenue, between
Boston and Chandler Boulevard.

Work is nearing completion on the joint trench for electric services
between Boston and Chandler Boulevard.
This includes work across
the Jack in the Box driveway with the trench (access will always be
maintained), and ultimately removal and replacement of the Jack in
the Box driveways, which will be accomplished one-half at a time to
maintain access.

Tentatively scheduled to begin
Wednesday, July 21st, crews will be working on Arizona Avenue at
the Buffalo Street intersection for the joint trench to cross that
intersection. In addition, crews will be installing brick
pavers behind the crosswalks on the east and west side of Buffalo
Street. To accommodate this construction activity,
BUFFALO STREET WILL BE CLOSED ON THE WEST AND EAST SIDE OF ARIZONA
AVENUE (both at the same time), beginning next Wednesday, July 21st,
for approximately four weeks. Arizona Avenue will
continue to be open to north and southbound traffic, and access to
the west and east side of Arizona Avenue will be open via Boston
Street. Message boards will be placed south of Boston Street
and north of Buffalo Street alerting travelers to use Boston Street
for business access, as Buffalo Street will be closed. This
work on Buffalo will be followed by similar work on Boston Street,
but Buffalo and Boston will NOT be closed at the same time.

Crews continue to work on installing landscape irrigation sleeving, and the grading in the area where the sidewalk and curb
and gutter was removed, to prepare the subsurface for forming and
pouring of the curb and gutter on the west side of Arizona Avenue,
from Boston to Chandler Boulevard.

Crews continue work pouring curb and gutter and back
concrete edge band (this sets the border on the back side for the
brick pavers) on the west side of Arizona Avenue, from Buffalo to
Chandler Boulevard. Crews are also working this week and next
to pour slurry from Boston to Buffalo, between the already-poured
curb and gutter and back edge band. This work will be followed
by the forming and pouring of the cross bands (X's) on top of the
slurry, between the curb and gutter and back edge band. This
all sets the "borders" for placement of the brick pavers in this
area.

Crews are also working this week on excavating for
and pouring traffic signal foundations on the south side of Buffalo
and the north side of Boston.
Frye to Boston:
-
Asphalt removals (not sidewalk removals) have
taken place for the east side of Arizona Avenue, between Frye and
Boston to work on the joint trench for electric services and
landscape sleeving in that area. The work is being scheduled
to coordinate with the City Hall project site work taking place.

Tentatively scheduled for late next week, crews will
work on asphalt removals (not sidewalk removals) on the west side of
Arizona Avenue, between Frye and Boston to begin work on the joint
trench, installation of street light pole foundations and pouring of
catch basins in that area for the storm drain system.

During
construction, Arizona Avenue will remain open and should always have
at least one lane in each direction in the corridor, except for
possible coordinated weekend work when necessary in the intersection
at Boston, Buffalo, or Frye. In addition, there should always be
left-turn access into the Square either via Buffalo or Boston.

ARIZONA AVENUE IMPROVEMENTS CONSTRUCTION PHASING
INFORMATION:
Improvements to South Arizona Avenue, Frye Road to Chandler Boulevard,
are tentatively scheduled to begin March 8th and
completed approximately November 2010. Generally speaking, work
will be daytime; however, temporary striping and traffic control
equipment will be up 24 hours to maintain a safe construction zone.
Occasionally, night and weekend work may be more conducive to a specific
activity, and that work will be coordinated and communicated in
advance. The project has been sequenced into four phases, with the
following tentative construction schedule information:
PHASE 1: Utility Crossings (1.5 mos) -
Utility crossings are scheduled to begin in March as the first phase of
construction. Approximately 50 lateral lines (running east-west) will
need to be installed under Arizona Avenue to make connections to the
City’s storm drain, sewer, and water systems; and APS’ electric and
power crossings for future traffic signals and street, pedestrian and
landscape lighting. During this phase, traffic will be restricted to
one lane in each direction (north-south) with left turns scheduled to be
permitted at Frye, Chicago, Boston and Buffalo.
PHASE 2: Pedestrian Area/Curb Lanes (3 mos) -
As utility crossings are completed, crews will begin to remove existing
sidewalk, curb, gutter, and the outside (curb) lanes of asphalt. During
this phase, we will coordinate with individual businesses directly on
Arizona Avenue to coordinate access. Traffic will continue to be
restricted to one lane in each direction, traveling in the middle
lanes, and left turns will be permitted when possible. There
will always be left turn access into the Square at Boston or Buffalo.
Intersection work may require weekend work, and will be coordinated in
advance.
PHASE 3: Inside Lanes/Medians (2.5 mos) -
As work is completed on the future pedestrian areas and curb lanes,
crews will move to the inside lanes to remove asphalt, work on the
median islands on the north end, and work on the grade below the
asphalt. During this phase, traffic will continue to be restricted to
one lane in each direction, traveling on the outside lanes,
and left turns will be permitted when possible. There will always be
left turn access into the Square at Boston or Buffalo.
PHASE 4: Final Milling and Overlay (.5 mo) -
Once work is completed on Phase 3 (above), crews will mill (remove)
asphalt to prepare for base course (bottom layer) and surface course
(top layer) of asphalt. This work will require various restrictions as
the milling, and then paving operation moves in the corridor, usually
working the curb lanes first, and then the inside lanes. Once the
surface course is completed, manholes and other utilities will need to
be adjusted (raised) to be flush with the new asphalt, and then final
striping will occur. This process generally takes about two weeks to
complete.
